Economic Amendment Most Helpful to American Economy

I will now explain why this is the greatest idea in the world for getting the U.S. economy moving.

First, one needs context, Congress currently has dictatorial powers over the U.S. financial system as granted to it by the 16th amendment, which reads:
"The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration."

It doesn't take interpretation to see that that kind of power is guaranteed to be abused by humans that only ever have to answer to half of any geographical area at any one time, and can be used to buy campaign finance money from companies that absolutely need favorable treatment just to exist because every other company is also buying support for favorable tax policies for them. Thus, this spirals until the tax code is 70,000 pages long!

Second, let us consider how modern capitalism works. You are considering investing your time and money into creating a business that sells a physical product, like t-shirts. In your planning stages, you need to consider the cost of workers, so it only makes sense that you will go cheap, and maybe even consider making your product overseas. The state now has two options: it can tax you for hiring American workers (e.g. by forcing you to contribute to medical plans, making you pay half of their social security and medicare payments, etc., etc.), or it can substantially reduce the tax cost of hiring American workers by exempting 200% of whatever you pay them from being considered profit when your enterprise finally becomes profitable (my plan)! Furthermore, if the state creates that kind of incentive just for starting up, then it also incentivises paying one's employees over and above what basically amounts to the employee's money in the first scenario! This is truly a win-win for American workers and for businesses.

Third, let us extrapolate the effects of the current system of Congress occasionally changing the tax code or even the Internal Revenue Service regularly changing its myriad tax policies. Businesses will be less willing to hire workers if a tax on firing is even considered. Banks will be unwilling to give out loans or even have bank founders form banks if they expect new taxes on banks. Everyone who has a business that relies on loan money to expand will not expand if they expect the U.S. government to take on loans and thereby deprive the markets of the necessary liquidity, and international investors will avoid us if they think that the U.S. will either inflate the value of the dollar or raise taxes in the future to pay off new debt.
The solution to all of those concerns is entrenching in our founding document one short, sweet, and to-the-point tax code and a complete prohibition on the U.S. government taking on any more debt whatsoever.
